Grand Victoria moving ahead with plans for outdoor concert pavilion
With three summer concert series under its watch, the Grand Victoria Casino in Elgin remains committed to plans for building an outdoor pavilion in Elgin-owned Festival Park adjacent to its operation.
Mike DanaheyElgin Courier-News Grand Victoria Casino wants to open outdoor pavilion in 2016 Privacy PolicyWith its summer concert series over in Elgin 's Festival Park, staff at the Grand Victoria Casino already has started discussions for putting together next year's lineup, with the hope to feature bigger acts and to have a permanent pavilion in place.
'Our plans, in large part, are contingent upon the realization of a permanent band shell and covered seating at Festival Park,' casino general manager Jim Thomason said. 'We've been extraordinarily lucky with the weather over the last three years. However, we can only roll the dice so many times before we'd ultimately seven-out.'
Elgin Mayor Dave Kaptain said the city is drafting a letter to the casino asking what its plans will be for next year. Pavilion or not, Kaptain said he would like to see a signed agreement with the casino early next year, to sort out what will be happening, how things will be arranged in and near the park, and services that would be asked of Elgin. Building the pavilion would require entering into a public-private partnership of some sort, the mayor said.
This summer's concert series featured 10 shows, and Thomason said the one that drew the biggest crowd to the park was a July 3 bill that featured Boston and Night Ranger; and which nearly sold out the space. The city-owned park next to the casino was set up to hold 3,000 in a reserved seating area and another 2,000 on a general admission lawn.
This marked the third year the Grand Victoria offered concerts in the city's park and the first it worked with Scott Gelman and his One Eleven Productions. Ron Onesti, who owns and operates the Arcada in St. Charles, produced the first season, which had three shows, and 2014 which offered six concerts. Crowd sizes were slightly larger this year than in 2014, according to Thomason.
'The summer concerts have not been profitable primarily because of the exorbitant production expenses involved, especially with regards to rental expenses,' Thomason said. 'Additionally, the rainy weather and absence of covered seating at Festival Park had an adverse effect on ticket sales.'
Thomason felt people were reluctant to purchase concert tickets too far in advance this season, given the potential for inclement weather. Although none of the shows were rained out, Thomason said, the casino was plagued by excessive rain and thunderstorms on the days leading to some of the scheduled events, which also negatively impacted ticket sales. Heavy rain also occasionally resulted in muddy conditions at Festival Park.
'So we are diligently working to bring about the completion of an entertainment pavilion at this venue,' he said. 'Having a permanent covered stage pavilion at Festival Park would be most advantageous toward holding additional events and to attracting more popular acts that would potentially draw a larger audience. Advance ticket sales would no longer be contingent on weather, and production expenses would be reduced.'
To that end, Thomason said the casino has put together preliminary conceptual plans and an economic impact study and has been exploring ways to get funding to construct a covered stage pavilion at Festival Park.
Kaptain confirmed that casino representatives had met with him and Elgin area legislators to see what type of funding mechanisms might be available from the city and the state. Casino staff claimed the project would run million to million, Kaptain said, but with the state's budget still in limbo, any sort of economic incentive programs are up in the air.
Either way, Thomason said the project 'would benefit the city of Elgin, as a pavilion in Festival Park would be more attractive to entertainers who can draw larger crowds. And as local businesses have attested, the large crowds during concerts have been a boon to their revenue stream.'
While the economic impact study was not made available, anecdotally some local businesses noted a positive impact on their bottom lines.
Prairie Rock Bar and Grill is the restaurant closest to Festival Park, and owner Mike Lyons said he saw a 50 percent or so increase in business on concert nights. His establishment holds about 200 in an outdoor area and another 100 inside, Lyons said.
'I wish they would add more shows,' Lyons said. 'The bigger the name, the better our clientele.'
Lyons said he appreciated the casino putting on the shows. The concerts and city events such as an upcoming pub crawl and the Halloween-time Nightmare on Chicago Street are a plus for center city businesses, he noted.
'Otherwise people don't come downtown,' Lyons said.
Of building a permanent pavilion, Lyons said, 'It's only going to help business.'
'Even if a business did not receive a direct impact from the concerts, they did notice an increase in foot traffic to the restaurants and other retail businesses,' said Deirdre White, Downtown Neighborhood Association Executive Director. 'They feel when other businesses flourish in Elgin's central business district, they in turn receive new business.'
Hratch Basmadjian, general manager of Holiday Inn Hotel & Suites Chicago Northwest, said, 'The concerts have been tremendous for Elgin and have helped us have our biggest summer yet.'
According to Basmadjian it's hard to sell the perception of having a vital downtown. So, having the concert series, along with a steady stream of other events, helps create a buzz that something is always happening downtown, he claimed.
'You can't put a value on that,' Basmadjian said.
Basmadjian pointed to his hometown of Bay City, Mich., which also is working to revitalize its downtown. Bay City has made improvements to a waterside park that have included a concert pavilion. Along with concerts from touring acts, that structure is used for other events and by community groups, Basmadjian said.
Of course, Chicago and its collar counties are chock full of festivals large and small during summer that feature music of all sorts and a handful of permanent outdoor concert venues.
Two of the bigger suburban celebrations happen in Naperville with Ribfest around the 4th of July and the Last Fling over Labor Day weekend.
With a million budget, Aurora opened the RiverEdge Park and Music Garden for concerts in 2013. The centerpiece of the operation is the John C. Dunham Music Pavilion stage. The pavilion seats 3,000 people, and with additional lawn seating and a rooftop deck, the park can hold 9,000-10,000.
'We would consider all other entertainment venues in our region as competition, just as they would consider us their competition, since we would all be vying for our share of the entertainment market,' Thomason said.
